Performance figures are as published by Fortinet for the V-series and are stated as maximums; they vary with the host, the hypervisor and the system configuration.
Firewall throughput is measured with UDP packets and SR-IOV enabled. IPS, application control, NGFW and threat protection figures are measured with logging enabled.
Fortinet does not publish performance figures for the VMULV, so those rows are omitted rather than estimated.

FortiGate VM16V

Consistent security for cloud and virtualized environments
FortiGate VM is a cloud firewall that applies the same controls across cloud and hybrid environments, closing the visibility gaps a hardware appliance cannot reach. It runs the same FortiOS, with the same security and networking services as the hardware FortiGates, so a virtual unit and a physical one can sit under one management platform and one policy model. Because it can be provisioned wherever it is needed, it suits environments that change faster than hardware can be racked.
Virtual security processing units
Most virtual firewalls deliver significantly lower throughput than physical ones, which creates bottlenecks in the network. The FortiGate VM uses virtual security processing units (vSPUs), which offload part of packet processing to user space and use a kernel bypass inside the operating system. With vSPU enabled, Fortinet states the FortiGate VM can achieve more than triple the throughput for a UDP firewall rule. Support for Intel QuickAssist Technology accelerates site-to-site IPsec VPN traffic further, by a stated two to three times depending on packet frame size.
What the VM16V licence allows
The VM16V licence covers 1 / 16 vCPU and 1 GB / 24 GB of memory, with 10 / 500 virtual domains and an unlimited user licence. Storage support is 32 GB to 2 TB across the range. The maximum number of network interfaces a FortiGate instance can consume is 24 from FortiOS 6.4.0 onward; the number actually attachable varies by cloud platform and instance type, and a platform may not allow an instance to reach that ceiling.
Where it runs
Deployment covers the major public clouds — AWS, Azure, Google Cloud, Oracle OCI, Alibaba Cloud and IBM Cloud — and the common hypervisors including VMware ESXi and NSX-T, Microsoft Hyper-V, KVM, Citrix and open source Xen, Nutanix AHV and Red Hat OpenShift Virtualization. It integrates with infrastructure-as-code tooling such as Terraform modules, AWS CloudFormation templates and Ansible playbooks, with REST API access for fine-grained control. Platform support varies by model and FortiOS build, so confirm the release notes for the version you intend to run.
